Feel like its still a little too early to say. If the bill is passed and the new credit takes in effect starting Jan 2023 earliest, its possible that people taking deliveries by December would still qualify.

Interesting. I am surprised they haven't sent out purchase agreements to reservation holders. But maybe they need actively available vehicles before they can do that.

I just spoke to a customer support rep through their website chat. They said VinFast will be sending out emails today with the purchase agreement so looks like they are going the same route as all the other brands (been getting emails from Kia/Nissan dealers about the agreement too). We will have to act fast since the bill is supposed to be signed today.

Who are they sending the purchase agreements to? The folks that submitted reservations right obvious?

Yes. Existing preorder holders.

And is it a hard commitment to buy a VF8/9 or can you back out at a later stage getting your deposit back?

Depends. The agreements can be enforced and legal action can be taken if you back out, but it depends on the company. Rivian for example will only make $100 non-refundable of the $1000 refundable deposit. I am assuming VinFast is going to do the same. Maybe make the entire $200 non-refundable.
