I now know few more pricing details as the relate to options. Having been able to get to the page to 'buy' the City Edition the options prices were displayed:

Exterior colors: All colors cost extra ($700-900) with white being zero
Interior colors: Any color but black is $990
Destination charge: $1,200 (assuming Calif)

At least for the City edition no option to change the wheels from 20 to 21.

I now have an estimated OTD of $51,459 for the VF8 Plus with white ext blue interior and approx 10% for tax and license fees. Which is pegging the budget I have in mind for a new car.....

Thank you for sharing, @SHale! The $51,459 includes battery for the City Edition right?

oh, no. That would be the OTD for a VF Plus we know about. City Edition would be way way way more due to buying the battery. That puppy i can't do because I'd have to increase my down payment from $10k to $14k just to avoid going over max loan amount. NO thanks for 180 miles range that is STILL their estimate.
Thank you, @SHale. I expected the VF8 plus to be lower than 51,549 (under 50k) because we get the 3000 off as a pioneer right?

yes, I included the $3k voucher; the base price of $47,700, interior color of blue ($990), destination charge of $1,200 and 10 percent for tax and license.

What I didn't include is the $7,500 credit, which doesn't come for quite a while after the purchase.

And that's assuming the $47,700 holds; vinfast really doesn't display the Plus pricing.....
Appreciate your reply! I expected the price to be lower than 50k. Above 50k is pushing my budget a little bit.

Go with the Eco and you'll be under $45k. There's a $7k difference

Also do not forget if you get it before 12.31.22 you will get 7500 tax credit as well. Plus the other 3k from the Pioneer NFT unless that is the 3k they are talking about. So if you are able to get it that is 10k off the price. But only 3k is a rebate off the car as the other part is a tax credit. But do remember that is the old tax credit system that does expire on 12/31/22

With the worst of the recession yet to impact most of the country, a 50+k ev from a nascent company like Vinfast, will be a hard sell.

The $7500 will not expire if you have signed the purchase agreement. Without the purchase agreement, there will be no credit at any time unless the IRS allows exceptions when it decides the specifics early next year.

Also the $3000 rebate for city edition is on top of the $5k/$3k voucher.

Only if you converted to an order prior to IRA bring signed. Not sure del by 12/22 is required.

I was thinking that the manufacturer part does not take effect until 2023. So anything that is still delivered before 1/1/23 will still be on the old tax credit system. But I could be mistaken on that part. I was thinking that as long as it is in your hands before 1/1/23 then you will still be under the old rule. Now if you get delivery after 1/1/23 then yes you need to have placed the official order prior to signing of the Bill.

Yup. One must have converted prior to bill signing because after no Vinfast model qualifies until maybe 2024 and only if battery sourced and assembled in US.

this would then the big test for VF: in their purchase agreement/press announcement they stated that everyone who signs the agreement and has made a reservation before will get the $7.5k from VF if it doesn’t work as a federal tax credit…
they stated that everyone who signs the agreement and has made a reservation
Just to be clear for all else ,one needed to convert their reservation to an order prior to the bill being signed. The deposit becomes not refundable. And if IRS says NO Vinfast will provide $7500.

My understanding based off IRS website is that After Aug 16 the "made in NA" kicks in right away, unless agreement signed prior to 12th aug

If one has a reservation not converted to an order prior to bill signing they are out of luck. Will have to wait until 2024 or longer and that is a maybe.
